The driver's route knowledge tells them permissible speed across the diverging junction, and they will begin to slow the train upon seeing the two flashing yellows. The flashing signals tell the driver that the route through the junction is set and is clear, but that beyond that the first signal on the diverging route is red so they must be prepared to stop there. reversed when used on the Sealink ferries so that the cross pieces could be read as an "S" for Sealink.
