When you have removed as much loose material as possible, treat the worst affected areas with a stabilising solution which will bind any reaming loose martial, presenting you with a solid surface on which to paint. Thorough Prep is vital, once sound clean and dry, make good any repairs with a suitable exterior filler, such as Sandtex Exterior Easiplast, from the picture I can see its powdery so yes it will need to be Stabilised, so stick with Sandtex Trade Stabilising Solution either the water or original solvent products are ideal for this. One of the essential parts of home decorating is making sure the exterior is fully painted and in pristine condition. Using a stabiliser where not absolutely necessary can impede the performance of any subsequent coats because it isn’t ‘breathable’ and may keep any natural moisture trapped beneath the wall’s surface.

Scrape off as much as you can and let it dry-out naturally, which could take a long time, before attempting to redecorate. We've removed the old paper but it has taken off a thin layer (not the skim as i don't think it was skimmed prior to papering last time) which has left rough and dusty plaster. Quite agree Dave, you can never be 100% with prep, even with a quailty lining paper, sometimes imperfections can still show, I've lined walls only for the old plaster to blow weeks, months later.Due to this technology, you must use their Emperor Paint Exterior Masonry Primer as this contains the same super hydrophobic technology.

Even if you remove all loose paint, you're then left with loads of patches and hollows on the walls which seem a fraction of a mm deep, but when you paint the wall, the paint highlights these areas and they really stand out. That's why so often in the trade damaged items, be it woodwork, walls, ceilings, etc, are simply over boarded with plasterboard or timber trims removed and replaced with new. You may find that this process removes a lot of the loose particles on the surface, presenting you with a solid surface which can easily be primed with a thineed solution of masonry paint. Its formula contains a blend of fine polymer emulsion, that penetrates any weathered surface deep enough to seal it. The product may be applied to damp surfaces, but this will retard drying times and limit penetration, adhesion and durability. If the walls are porous or chalky, there is an increased risk of paintwork not adhering to the wall, looking bad once it’s been applied or in the worst-case scenario – starts flaking off a few weeks after you patted yourself on the back for a job well done! I'd go with a primer designed to go straight on bare brick and forget the cans labeled as stabilizers.

Avoid using water since this will simply dilute the residue and result in it being absorbed back below the surface.
